该场地位于钱塘江沿岸约37公顷的土地上，用作多功能公园，重点是与邻近开发/开放空间系统的视觉和功能整合，大部分场地覆盖地下 停车场和道路基础设施，从而创造了一个大型的“绿色屋顶”。 总体规划提供了一个更加统一，清晰的开放空间框架，成功地整合了现有规划的许多部分 - 相邻的开发项目，中轴线，相邻的公园和基础设施，以及创造适应不断变化的娱乐和社会需求的用途空间 时间。

The site encompasses an area of approximately 37 hectares along the foreshore of the Qiantang River to be used as a multi-function park as a key focus on visual and functional integration with adjacent developments/open space systems and a large portion of the site covers underground car parking and road infrastructure, thereby creating a large “green roof”. The Masterplan provided a more unified, legible open space framework that successfully integrated the many parts of the existing plan- adjacent developments, the central axis, adjacent parks & infrastructure as well as creating spaces for uses that would adapt to changing recreational and social needs over time.

Planning and design of the park’s water system was integral to the outcome. Water features were designed for both play, and as cleaning biotopes for rainwater and existing canal water. The series of ponds provide aesthetic value and much needed microclimate relief as well as showcasing sustainable water sensitive design in innovative, site specific ways. As 75% of the park was roof garden, rainwater storage areas were integrated into the above slab areas, for park irrigation and water supply for these elements
