The Administrative City of Lille, a mixed-use project designed by Valode & Pistre, has given Lille, France, a new urban identity. The project occupies a key position in Lille's postal gateway area and, together with the three-dimensional transportation network, creates a new image of modern architecture in the area, presenting Lille to the world as the 'Crossroads of Western Europe.

DESIGN VISION

The project is located in Lille, the largest city and integrated transportation hub in Northern France, known as the 'Crossroads of Western Europe.' Lille has a long history, having been a metropolis since the early Middle Ages. Today, the city is home to nearly 100 multinational companies, numerous institutions of higher education, museums, libraries, and many tourist attractions. Lille has also been awarded the title of European City of Culture.

Given the project's unique context, the narrow site presents both opportunities and challenges. The 34,800 m² project comprises a series of buildings interconnected by gardens that extend across the elongated site, forming a distinctive archipelago of parks.

The project is integrated into the existing urban fabric and landscape, interacting seamlessly with the urban development on the other side of the street and creating a strong connection between the project and its surroundings. In other words, the project is not a surreal presence but rather establishes visual continuity between the city and the surrounding area.

The project consists of a series of buildings that are independent of each other, sharing the same concept but with variations in form to avoid monotony. This volumetric layout enhances the quality of urban living and working conditions. This approach facilitates the seamless integration of residential areas into the city and helps to transform the image of tertiary facilities.

EXEMPLARY BUILDING
项目每栋楼都有足够大的空间,以便于服务设施的安装和扩展,但也有足够小的空间,方便用户使用,并保持项目的人性化尺度。建筑呈 U 型,两翼呈阶梯状,这些建筑的组合中穿插花园,形成横向的透明度。
Each of the project's buildings is large enough to accommodate the installation and expansion of services, yet small enough to remain user-friendly and maintain the human scale of the project. The buildings are U-shaped with stepped wings, and they are interspersed with gardens to create horizontal transparency.

The project integrates the new administrative city into five separate modular buildings, connected by an internal street with shared services in between (cafeteria, conference and training rooms, gymnasium, etc.). The project also includes an executive restaurant, 480 parking spaces, a nursery, and 10,000m² of ground-level gardens, terraces, and sky gardens.

通过梳理建筑及功能,模块化建筑内部,不仅设置了明亮舒适的办公室,还增添了可变的工作空间,灵活、多变、可拓展性功能重叠和压缩,为使用者提供覆盖全生命周期的动态适应空间,以容纳未来更多样的工作方式。
Inside the modular building, bright and comfortable offices are designed with flexible and adaptable workspaces. The flexible, versatile, and expandable functional overlaps and configurations provide users with dynamic, adaptable spaces that accommodate the entire life cycle, supporting a wider range of work styles in the future.

GREEN DESIGN
基于项目特点,我们以可持续发展的理念和方法做设计。结合了自然资源开发、生物多样性保护、环保材料的使用,和建筑温度调节系统。
Based on the project's characteristics, the design follows the principles and methods of sustainable development. It integrates the use of natural resources, the preservation of biodiversity, environmentally friendly materials, and an effective thermoregulation system for the building.

建筑的南侧安装了大型遮阳篷,在一年中的炎热时期提供遮蔽作用。且在建筑顶部设置了2,700m²光伏太阳能电池板,为建筑提供额外的可再生能源。
A large awning was installed on the south side of the building to provide shade during the hotter months, and 2,700m² of photovoltaic solar panels were added to the roof to generate additional renewable energy.

The U-shaped design of the building enhances natural lighting throughout the space. The façades are tailored to their orientation, providing effective sun protection that reduces heating costs in winter and eliminates the need for air conditioning in summer. This approach maximizes both climatic and acoustic comfort for occupants, improving their overall quality of work life.
在地下室,4个440立方米的水箱将回收100%的雨水用于建筑(供应卫生区块、空气制冷和浇灌绿地)。以其良好的节水效益和环境生态效益适应城市的现状与需求。
In the basement, four 440-cubic-meter tanks will recycle 100% of the rainwater for building purposes, such as supplying sanitary facilities, cooling air, and irrigating green areas. This system adapts to the city's current needs and provides significant water conservation, environmental, and ecological benefits.

The new administrative city of Lille will accommodate nearly 2,000 civil servants and bring together 18 state departments, services, and agencies, including the Tax Center, Public Finance, CROUS, the Rectorate, and IGPN.
