第比利斯公共服务大厅位于城市的中心区域，俯瞰库那河。

建筑由包含办公室在内的7个体量构成, 每个体量都占据了4层楼的空间。这些体量围绕在该项目的核心－“中央公共广场”的四周，也就是接待区所在的地方。不同楼层的办公室通过各层间伸展的室内人行桥彼此相连。

“花瓣”与树形钢结构支撑   The “Petals" and Tree-shape Pillars

7个体量和中心公共空间被11片巨大的 “花瓣”所覆盖，“花瓣”无论是从形式上还是结构上都脱离了建筑的其他部分。其中有三片巨大的“花瓣”遮盖住了中央公共广场的空间。由树形钢柱结构支撑的“花瓣”距地约35米高，它们在形状和尺寸上都各不相同。

高度不一的玻璃幕墙被“花瓣”覆盖着。这些立面的主要特点是其完全从花瓣的结构中脱离，允许墙面与屋顶结构之间产生一定的移动空间。这一设计考量是为了防止由雪压震动，风或热膨胀负载所带来的结构移动，从而导致玻璃幕墙受损。

中央公共广场 Central Public Square

如今，第比利斯公共服务大厅作为格鲁吉亚国家银行，能源部与国家民政登记处的办公所在地，为员工及访客提供了一个舒适且优质的办事环境。

The Tbilisi Public Service Hall is located in the central area of the city, overlooking the Kura River.

The building is made up of 7 volumes that contain offices, where each volume is made up of 4 floors located on different levels. These volumes are placed around a “Central Public Square”, which is the core of the project and home to the reception area. Offices are connected to each other by internal footbridges that cross over different levels.

The volumes and central public space are capped by 11 big “petals” that are both formally and structurally independent from the rest of the building. Three of these big "petals" cover the central space. The "petals", vary in different geometries and dimensions, reach a height of around 35 meters, and they are supported by steel-structure pillars that are of a tree shape. 

首层平面 Ground Floor Plan

The petals fully cover the curtain walls that cross over different levels. The main characteristic of these facades is that they have been completely released from the structure of the "petals" which allows relative movements between them. This decision was taken to prevent any movement of the structures due to oscillations brought by snow loads, wind, or thermal expansion, which might cause problems for the glassing.

The Tbilisi Public Service Hall is now the home to the National Bank of Georgia, the Minister of Energy, and the Civil and National Registry, offers a cozy and quality environment for both the visitors and employers there.
